Noon on Friday begins the next phase of increased maximum numbers for groups to 500 outdoors and 250 indoors.
It's around two and a half weeks earlier than previously indicated in recognition of Tasmania remaining free of known active cases of coronavirus.
The Premier said while Tasmania was able to allow greater density in gatherings, he also voiced concern.
"It's obviously been challenging for Victoria and it's one matter that we would ask people to be sensible with and use their common sense," he said.
"Do not think this is over, you just have to look at what has occurred in Victoria."
The one person per four square metre rule will be eased to two metres on Friday.
Community sport and contact training have been given the green light, while casino and gaming venues, plus markets, can reopen, provided physical distancing measures are in place.
The government will announce its plans for borders on Friday.
