Tasmania's borders will reopen to South Australia, the Northern Territory and Western Australia.

Premier Peter Gutwein has announced a travel bubble with the three mainland jurisdictions would be set up from August 7.

Mr Gutwein says borders with the remaining states and territories would stay closed because of their higher COVID-19 case numbers.

"We will step back into this carefully and cautiously," he said.

There will be health checks for all passenger on arrival and anyone with symptoms will have to take a mandatory COVID-19 test at the airport and sea port.

Refusal of a test will mean mandatory hotel quarantine for 14 days at their own expense.

Mandatory testing of essential workers entering the state will occur from July 31.

Another update on August 7 will be provided on a possible timeframe to relax restrictions with Queensland, NSW and the ACT.

"Fixtures which have been penciled in before that date won’t be going ahead because players will be coming from Queensland," he said.
